4. Our system will be operated by...
Every single system is teachable. But it is important to take into account the operators of your equipment. I've been in situations where the people running the system are the ones who are making decisions and helping do the installation. But occasionally the people operating the system on Sundays are not involved in any of the meetings ahead of time. I would encourage you to consult with you operators and have them involved in the process.
Streaming systems inherently have a level of complexity. It is possible to run these systems without understanding them, but if the operators understand the system they will have an easier time troubleshooting problems. They also may see better ways to implement or utilize the equipment.
There may be scenarios where the system needs to be simple because a large variety of people will need to operate it. On the other hand you may have the luxury of technically savvy people and can have a more complicated system with lots of features. All of this comes down to who you have running the system and what their comfort level is. (Again, everything is teachable, but the users have to be on board.)
After considering this (and maybe catching some operators up to speed on the plan) move to step five.
